Fund reciprocal student exchanges outside Québec!
This grant program from the Ministère de l’Éducation aims to develop the language skills of Québec students and strengthen the international activities of Québec’s school organizations.
Profile
Secondary III, IV and V students
Who have completed at least 60 hours of training in the target language.
Important note: Schools coordinate their students’ registrations and submit applications directly to us. Students and their families must work through their school and obtain its approval in order to participate in the exchange program.
Schedule and duration
Total duration: 4 to 6 months
2 to 3 months of exchange for the Québec student, and likewise for hosting the partner student
Amount of the grant
Up to $2,000 per student
1 supervisor receiving a grant of the same value as the students
Components
This program consists of three components through which financial assistance is distributed:
Component A: Support for student exchanges coordinated by the Ministry
This component aims to support student exchanges lasting a minimum of four months (two months for the Quebec student and two months for the partner student) and a maximum of six months (three months for each student), coordinated by the Ministry. Target destinations include Germany (North Rhine-Westphalia and Bavaria) and Canadian provinces (Alberta, British Columbia, Prince Edward Island, Manitoba, New Brunswick, Nova Scotia, and Saskatchewan).
Component B: Support for student exchanges coordinated by educational organizations
This component supports student exchanges lasting a minimum of four months (two months for the Quebec student and two months for the partner student) and a maximum of six months (three months for each student), coordinated by Quebec’s educational organizations. These organizations must establish a partnership with an international educational institution, excluding the Ministry’s existing partners.
An implementation support guide is available to educational organizations.
Component C: Support for language courses
This component supports Quebec students participating in exchanges under Component A or B by helping them take language courses to complement their academic training.
The language studied must be the one targeted by the exchange.

Mandated by the Ministère de l’Éducation du Québec
This program is funded by the Ministère de l’Éducation. Éducation internationale is mandated by the Ministère de l’Éducation du Québec to manage this program.
It is important to ensure the project’s eligibility before submitting a grant application. To be eligible for financial assistance under Components A and B, the Quebec student* must:
- Be enrolled in Secondary III, IV or V at the time of the programme’s implementation
- Have completed a minimum of 60 hours of practice in the target language before participating in the exchange
- Demonstrate a clear interest in achieving the program’s objectives
- Be willing to learn the language spoken in the host location
- Show openness toward others and their culture
- Possess a high level of adaptability and integration skills
- Demonstrate maturity and a sense of responsibility
- Display a careful use of the languages practised
- Exhibit exemplary behaviour
- Not have any adults with a criminal record living under the same roof as themselves
To be eligible for financial assistance under Components A and B, the supervisor must meet all of the following criteria:
- Be designated as supervisor by the educational institution.
Note: Supervisors who are also members of the school staff are eligible for a higher amount of financial assistance (see the Project submission guide).
To be eligible for financial assistance under Component C, the Quebec student must:
- Be enrolled in Secondary II, III, IV or V.
- Be selected by the educational institution to participate in the program.
- Have completed a language course at an institution approved by the school organization.
*Under this program, the definition of a Québec student is the same as that used in the Regulation respecting the definition of a resident of Québec (CQLR, c. E-9.1, r. 2)

The Ministry is responsible for organizing the flights, and Échanges Azimut handles the purchase of plane tickets for participating students and supervisors.
The financial assistance for other expenses will be issued to the educational organization. |

Under component A, the school must submit the registration forms before February 15th. The school will then receive a communication from the Ministry indicating whether a match has been found.
Under components B and C, the program will be implemented using two types of competition: an ongoing annual one and one with a fixed submission deadline date. Here are the details of these competitions.
The ongoing annual competition: Applications are processed on a rolling basis starting April 1. This call closes when the remaining funds are insufficient to finance all submitted projects. The closing date will be announced in due course on the Échanges Azimut website.
The competition with a fixed submission deadline date: This competition begins once the ongoing annual competition is closed and ends on the following February 15. It provides an opportunity for funding to projects that could not be financed under the ongoing annual competition.
Applications for a grant may be submitted retroactively, that is, after the project is completed, provided that it is within the same fiscal year.
You will receive confirmation of receipt and compliance of your application by email within one week of submission.
The administration of the educational institution must complete the grant use report and submit it in the drop box below no later than 30 days after the project is completed. Any unused funds must be reimbursed.
Please note that under component A, no report needs to be completed. It will be forwarded to Éducation internationale by the Ministère de l’Éducation.
The grant use report for component B must be accompanied by these appendices:
- Appendix I: List of Québec students
- Appendix II: Budget outline including actual expenses and revenue
- Proof of purchase for eligible expenses for each participant
- Any other document considered relevant (testimonials, photos, etc.)
